Neutronix Nuclear Consulting Overview
The Neutronix Nuclear Consulting Service (PTY) LTD was founded by Dr. Mosebetsi J Leotlela, who started his career as a paint technologist, serving as a quality control (QC) and research and development (R&D) Lab technician for prominent companies such as Vadek Paints, Plascon Paints, and AECI Paint company. Transitioning from the surface coating industry, he pursued full-time studies leading to a National Diploma in Nuclear Technology
Entering the field of nuclear technology, Dr. Leotlela commenced his professional journey at the Council for Nuclear Safety (CNS) in 1995, assuming the role of an Emergency Planning Officer. In this capacity, he oversaw the assurance of the viability and effectiveness of Emergency Preparedness and Response Plans for Koeberg and NECSA, ensuring readiness for all potential scenarios. Later, in 2005, he joined Eskom's PBMR project, subsequently redirected to Nuclear Analysis Services (NAS) at Koeberg Nuclear Power Station.
At NAS, his expertise encompassed radiation protection, nuclear criticality safety, radiations shielding, and emergency planning. Pioneering the introduction of the burnup credit concept in South Africa, Dr. Leotlela addressed the challenge of spent fuel storage capacity by advocating for nuclear licensees to consider burnup credit, effectively mitigating concerns regarding fuel capacity shortages.
Simultaneously, during his tenure at PBMR, Dr. Leotlela assumed responsibility for all Environmental Impact Assessment (EIA) matters, involving the comprehensive review of specialist studies such as Air Quality and Radiological Health Impact Assessment, etc for the Site Safety Report and Licensing Evaluation. Recognized for his exemplary performance in 2008, he was honored with a Quality Achiever Award.
Beyond environmental management, Dr. Leotlela spearheaded the PBMR groundwater monitoring program, developing procedures to ensure compliance with regulatory requirements set forth by the National Nuclear Regulator (NNR)
